Why are data from the country ministry of finance data page different from the ones in the Government Finance Statistics (GFS) dataset?

Because IMF data follow the Government Finance Statistics Manual 2014 (GFSM 2014) methodology.
 
For more information, refer to the Government Finance Statistics Manual (GFSM) tutorial video. It introduces the GFSM, which is the IMF standard for compiling transparent and cross country comparable fiscal statistics. The fiscal statistics collected according to the GFSM are published into the Government Finance Statistics (GFS) dataset.
