What is the meaning of negative data in the Coordinated Direct Investment Survey (CDIS)?

Direct investment positions are negative when a direct investors claims on its direct investment enterprise are less than the direct investment enterprises claims on its direct investor. Direct investment equity positions also can be negative due to negative retained earnings (which may result from the accumulation of negative reinvested earnings).

The CDIS dataset can be found here.
